Well this is embarrassing... I'm 14 and I can't find the right bra size, nothing I try fits right :/
My measurements are 30 and 27.5 right under where the band would go.

Your bra size should be around a 28C, but since that can be really hard to find in the US (you can find 28 band bras from British bra brands), you could try to find a 30B. The easiest bra to find that has cups that should fit you would be a 32A, but the band would be too loose to offer any real support.

ok in girls bra sizes an A cup size is way too small for me so i was wondering is juniors sizes just girl sizes or womens sizes so should i wear a B cup size in juniors or an A because they are women sizes??? Please explain and research thank u in advance. O and if u know does uunderwire or shaping bras hurt breast developement???

Bra sizes are the same regardless of if the bra is in the women's department or the junior's department. Some bras may be cut differently than others and therefore fit differently, but your size remains the same. You can get fitted by a professional at most department stores and find your correct size. Wearing underwire bras does not hurt breast development. I have worn underwires since I've had to wear a bra and they grew just fine.
