i have one like this actually (from aerie)
pretty much what it means is that you can wear
it strapless or attach the straps any way you want to.
it's pretty similar to the victoria's bras only cheaper :)

I have one Aerie bra, and many Victoria Secret bras.
I've never been disappointed with VS, and they have the 7 - way one which helps me extraordinarily when i wear strapless shirts, or shirts with cutouts.
They can be pricey, but if you catch them when they have sales, you can catch a deal.
Plus, I've found that VS bras last longer than Aerie.
