If someones a size 38 C are they overweight or just big boned or do they have big boobs? is normal for a tall girl? what do you think of the size?

That's actually a pretty common size for most women so I'd say it's average. It doesn't mean you are over weight at all. Many women have broad shoulders and would not be considered overweight. If you are exceptionally tall (over 5'7), 36-38 would be pretty typical.
